After it's been used the first time the glue isn't strong enough for the skirt to be used again down the road. Throw it away and start over with a new one - you can see how this can get rather expensive over time.
2) It's kind of a fabric, but not really. Some reviews compare these types of table skirts to a paper towel. Others have equated the "linen" to the fabric that backs the box spring of a bed. However it's described, the consensus seems to be that if you're expecting the look, feel, and durability of a true linen fabric, you'll find that these are far from it.
